DNA has proposed to the industry a solution that includes:

DNA will own and govern one or more U.S. debit common AIDs. Membership is open to all U.S. debit networks as well as MasterCard, VISA, Discover and American Express.
Discover, Visa, MasterCard, and American Express would each license certain EMV technology to DNA for enabling a U.S. debit common AID on debit cards that bear their brands.
DNA networks may also use a CCD compliant application in conjunction with a common U.S. AID for cards that participate only in debit networks. The CCD application must be EMVCo certified and may be chosen by the issuing financial institution in addition to or as a replacement of specific branded applications for domestic debit use.
Licensed technology will include support for both contact and contactless interfaces, supporting transactions originating from any device e.g. point-of-sale (POS), ATM, NFC, and mobile devices, and which include all cardholder verification methods (CVMs).
DNA networks are able to deploy additional companion applications for any and all purposes along side the common debit AID for account access, for such functions as network specific access to debit accounts or to support rewards and offers programs.
A U.S. Common AID will be uniquely designated as the highest priority AID on each card.
